9. LEASE WITH SHERIFF'S OFFICE FOR COMMUNITY POLICING
Description
For the past few years the Sarasota County Sheriff's Office has leased a district relocatable at the prior Full Service School site on Colson Avenue.  As the Sheriff wishes to continue to use the facility for their Community Policing effort and as the district has no other need for the relocatable, the attached lease has been brought up to date.

Recommendation
That the School Board approve the Lease with the Sarasota County Sheriff's Office for a Community Policing facility on Colson Avenue.

10. APPROVAL OF AGREEMENT BETWEEN SOUTH COUNTY FAMILY YMCA AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, TO PROVIDE CHILD CARE SERVICES
Description

The South County Family YMCA agrees to provide child care services in conformance with 65C-22, Florida Administrative Code, "Child Care Standards" at Laurel Nokomis.

11. APPROVAL OF DEED FOR THE LIME LAKE PARK PARCEL TO SARASOTA COUNTY
Description
Sarasota County Government desires to combine a parcel of School Board land located on the southern boundary of Emma E. Booker Elementary which extends into Lime Lake and a County owned park parcel adjacent to the school parcel and develop a community park called Lime Lake Park.  The School Board is willing to donate the School Board parcel to the County subject to terms and conditions set forth in the deed for the property.

Recommendation
That the School Board of Sarasota County approve the deed for the conveyance of the School Board parcel to Sarasota County for the development of Lime Lake Park as presented.

12. AGREEMENT FOR MEAL SERVICE/SARASOTA MILITARY ACADEMY
Description
The School Board of Sarasota County, Food and Nutrition Services shall provide breakfast and lunch meals to the students enrolled in the Sarasota Military Academy Charter School for the 2010-2011 school year.

Si2 Supplemental Instructional Services, Inc. will provide small group tutoring services to eligible students in Title I schools not meeting AYP. Tutoring sessions will take place on-site (schools or in home) or off-site (library, church, community center) for no less than 1 hour per session.

29. AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA AND COMMUNITY REHAB ASSOCIATES, INC. FOR OCCUPATIONAL THERAPY, PHYSICAL THERAPY AND SPEECH THERAPY SERVICES FOR 2010-11 SCHOOL YEAR
Description
Occupational therapy, physical therapy and speech therapy are related services required by both Federal and State law for students with disabilities.  Contracts with agencies, such as Community Rehab Associates, Inc. assist in providing these necessary services when direct hire staff is not available.

Recommendation
That the agreement between the School Board of Sarasota County, Florida, and Community Rehab Associates, Inc. be approved as presented.

30. AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND FLORIDA VIRTUAL SCHOOL
Description

In accordance with Florida Statute, the district operates a full time online educational option for eligible students in grades K-12.  The district manages all school functions with the exception of providing the direct instruction of students.  Florida Virtual School provides the instruction for most students in grades 9-12. 



Recommendation

That the School Board approve the contract between the School Board of Sarasota County, Florida, and Florida Virtual School.

31. AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND K12 FLORIDA, LLC
Description

In accordance with Florida Statute, the district operates a full time online educational option for eligible students in grades K-12.  The district manages all school functions with the exception of providing the direct instruction of students.  K12 Florida provides the instruction for students in grades K-8 and for selected students in grades 9-12. 



Recommendation

That the School Board approve the contract between the School Board of Sarasota County, Florida, and K12 Florida, LLC.

Description
Bids for provide 'Golf Cart Maintenance and Repair Services' were received from two vendors on May 18, 2010. The bid of Custom Carts, Inc., was the best low bid meeting the advertised specifications based on a scenario of past usage. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

That the bid of Custom Carts, Inc., to provide 'Golf Cart Maintenance and Repair Services' in an amount not to exceed $60,000.00, be approved for award and purchase.

33. APPROVAL TO AWARD BID #0537 FOR BUS BRAKE REPAIR PARTS
Description
Bids to provide 'Bus Brake Repair Parts' were received from nine vendors on May 26, 2010. The bids of Fleet Acquisitions, LLC, dba Fleet Products, Fleet Pride, Sun State International and TPH Acquisition, LLLP, dba The Parts House were the best low bids meeting the advertised specifications. Reasons for not selecting the apparent low bids are included with the bid tabulation. This bid is for a period of one year with the option for renew for two additional one-year periods. The funds for these purchases are contained in the operating budget allocated to the Transportation Services Department.

Recommendation
That the bids of Fleet Acquisitions, LLC, dba Fleet Products, Fleet Pride, Sun State International and TPH Acquisition, LLLP, dba The Parts House, to provide 'Bus Brake Repair Parts' in an amount not to exceed $115,000.00, be approved for award and purchase.

34. APPROVAL OF THE 2009-10 DATA COLLECTION REVIEW COMMITTEE REPORT
Description
In accordance with Florida Statute 1008.385, the report of the activities of the Data Collection Review Committee is presented. The goal of the committee is to review and approve all district forms and achieve standardization.

35. APPROVAL TO AWARD BID #11-0003 FOR FRESH PRODUCE
Description
Bids to provide 'Fresh Produce' were received from three vendors on July 13, 2010. The bid of Charles Bliss Produce was the best low bid meeting the advertised specifications. The bid of Sheckler Management was non-responsive to the requirement of submitting documentation regarding the ordering/delivery system, refrigeration of produce, HACCP standards and brand/packaging information. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the budget allocated to the Food and Nutrition Services Department.

Recommendation
That the bid of Charles Bliss Produce, to provide 'Fresh Produce' in an amount not to exceed $350,000.00, be approved for award and purchase.

Description
Bids to provide 'Charter Bus Service' were received from 11 vendors on June 2, 2010. The bids of All Aboard Charters SEC Bus, Inc., All Around Charters, Annett Bus Lines, Anywhere Tours of Florida, Inc., Assured Transportation, Cruise Connection, Escot Bus Lines, First Class Coach Company, Inc., Florida Breakaway Charters, LLC, Florida Gulf Coast Tours, LLC, and Sarasota Coach Lines, Inc., were the best low bids meeting the advertised specifications. This bid is effective July 21, 2010 through June 30, 2011, with the option to renew for two additional one-year periods. The funds for these purchases are contained in the individual cost center internal account and operating budgets.

CONSTRUCTION

37. APPROVAL OF CONTRACT FOR CONSTRUCTION OF THE BOOKER HIGH SCHOOL REBUILD PROJECT:PHASE 1.A-PORTABLE CAMPUS PLAN
Description
Under the terms of the 11/17/2009 (Item #30) Board approved "Construction Manager's Pre-Construction Services Contract for the Booker High School-Rebuild Project", the Executive Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with Willis A. Smith, Inc. for a portion of the Booker High School Rebuild Project. The 11/17/2009 agreement included pre-construction and bidding services only. The scope of this contract shall include construction management services necessary to complete site development and construction for the install and connections of the portable campus according to Harvard Jolly Architect and DMK Associates plans dated June 15, 2010. The Guaranteed Maximum Price (GMP) of this contract is $606,156.00. The remaining contracts for construction will be negotiated upon completion of those contract documents. This contract is available for review at the Construction Services Department. The School Board attorney has approved the use of this contract. Funds for this contract are available in the project budget account. 

Recommendation
That the contract for construction of the Booker High School Rebuild Project: Phase 1.A-Portable Campus Plan - be approved as presented.

38. APPROVAL OF THE DELETION FOR DEMOLITION OF PORTABLES #99-295, #99-374, #99-395 AND #99-489 AT TOLEDO BLADE ELEMENTARY SCHOOL
Description
The Long Range Planning office has determined that these relocatable classrooms are no longer needed by the District. The specified portables recommended for deletion have been inspected by Construction Services and Facilities Services staff and are deemed to be no longer economical to maintain or renovate. These portables are currently being utilized for various purposes as cited on the enclosure. Funds for demolition are available in the capital projects account.   

Recommendation
That the deletion of portables #99-295, #99-374, #99-395 and #99-489 at Toledo Blade Elementary School from the F.I.S.H. inventory for demolition be approved as presented.

39. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

40. APPROVAL OF CERTIFICATE RESOLUTION AND RELATED FINANCING DOCUMENTS FOR SERIES 2010A
Description

The District anticipates issuing Series 2010A Certificates of Participation (Qualified School Construction Bonds Federally Taxable Issuer Subsidy) in an amount not to exceed $43,026,000, in connection with the design and construction of various additions and renovations to Booker High School.  Prior to the District entering into a debt instrument, the Board is required to approve the leasing documents that include the Certificate Resolution and related Financing Documents attached as Exhibits to the Resolution (Ground Lease, Lease Schedule No. 2010A, Series 2010A Supplemental Trust Agreement, Third Amendment to Assignment of Lease Agreement, 2010A Preliminary Offering Statement, and official Notice of Sale).

41. APPROVAL OF CERTIFICATE RESOLUTION AND RELATED FINANCING DOCUMENTS FOR SERIES 2010B
Description

The District anticipates issuing Series 2010B Certificates of Participation in an amount not to exceed $100 million in connection with the design and construction of the Venice High School replacement, Sarasota County Technical Institute Phase III, and certain additions and renovation to Booker High School.  Prior to the District entering into a debt instrument, the Board is required to approve the leasing documents that include the Certificate Resolution and related Financing documents attached as Exhibits to the Resolution (Ground Lease, Lease Schedule No. 2010B, Series 2010B supplemental Trust Agreement, Fourth Amendment to Assignment of Lease Agreement, 2010B Preliminary Offering Statement, and Official Notice of Sale).

42. SUSPENSION OF BOARD MEETING AND CONVENING OF THE FINANCING CORPORATION OF THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The Financing Corporation of the School Board of Sarasota County is required to convene and vote on Financing Documents for the issuance of Series 2010A Certificates of Participation and Series 2010B Certificates of Participation.

Recommendation
That the School Board meeting be temporarily suspended and the Financing Corporation of the School Board of Sarasota County, Florida, be convened.

43. APPROVAL OF CORPORATE RESOLUTION AND RELATED FINANCING DOCUMENTS FOR SERIES 2010A
Description
The District anticipates issuing 2010A Certificates of Participation (Qualified School Construction Bonds Federally Taxable Issuer Subsidy) in an amount not to exceed $43,026,000, in connection with the design and construction of various additions and renovations to Booker High School.  The structure of the financing requires the Financing Corporation to approve the leasing documents that include the Corporate Resolution and related Financing Documents attached as Exhibits to the Resolution (Ground Lease, Lease Schedule No. 2010A, Series 2010A Supplemental Trust Agreement, Third Amendment to Assignment of Lease Agreement, 2010A Preliminary Offering Statement, and Official Notice of Sale).

Recommendation
That the Corporate Resolution and related Financing Documents be approved as presented.
